Having reviewed material about former United States Park Police Chief Teresa Chambers, I am concerned about the actions taken against her.  The National Park Service terminated Chief Chambers for steps she took to inform the public about critical public safety concerns and to inform members of Congress about efforts of the United States Park Police to safeguard our national icons and treasures while protecting the millions of visitors to our National Parks.  The National Park Service also took action against Chief Chambers for identifying and correcting a proposed illegal personnel action against an employee who identified financial and administrative concerns within the National Park Service.

In December, 2003, the National Park Service offered to drop all administrative charges (which would make one conclude that the National Park Service either felt that there was insufficient evidence to sustain these administrative charges or did not, themselves, believe that they were termination level charges) against Teresa Chambers if she would agree to a severe reduction of authority, including prior approval regarding any sort of communication with Congress. 

I am calling upon you to act immediately and call for an official investigation into the illegal actions of the Department of the Interior and National Park Service.  I urge you to consider the Lloyd Lafollete Act and Appropriation Statute that states that Federal funding cannot be used to pay the salary of any person who violates the rights of a Federal employee to communicate with Congress and that no Federal funding may be used to take personnel action against a person who has exercised those rights.  I urge you to call for an independent investigation into the administrative charges against Teresa Chambers by an outside agency that has not shown the bias against her that the National Park Service and the Department of the Interior has shown.

The National Park Service recently advertised an opening for the position of Chief of the United States Park Police.  Teresa Chambers’ application is among those applications received by the National Park Service.  I urge you to formally recommend to the Department of the Interior and the National Park Service leadership that they take this opportunity to rehire Teresa Chambers and return her to the position which she previously held.
