National Park Service Deputy Director Donald W. Murphy Resigns

Spearheaded the Unconscionable Actions Against Chief Chambers

 

October 6, 2006 - National Park Service Deputy Director Donald W. Murphy, the official who spearheaded the unconscionable actions against Chief Chambers, made an abrupt announcement that he would be leaving the National Park Service effective Friday, the 13th of October, 2006.

Interestingly, just last week, on September 28th, a Federal Judge ruled in Chief Chambers’ favor by denying the Department of the Interior's motion to dismiss her Privacy Act suit (the action she is taking in an attempt to get her  hands on the performance appraisal Donald prepared for her in the Fall of 2003).  In doing so, the judge had to consider (and discussed in his written Order) a signed, sworn declaration from Donald recanting two occasions of previous sworn testimony by Donald himself in which he stated that he had prepared Chief Chambers’ performance appraisal.  The more recent "declaration" also is contrary to an email from Donald to Chief Chambers in 2003 saying her appraisal had been completed by him and was ready for their discussion and is contrary to sworn testimony from a retired NPS Human Resource specialist who, at Donald's request, actually prepared the positive performance appraisal for Chief Chambers and hand carried the document to Donald.

Earlier this week, Public Employees for Environmental Responsibility – PEER – published a press release about the Judge's ruling.  In it, PEER publicly called into question Donald's veracity with regard to his sworn declaration that contradicted his own previous testimony and other evidence.  Now, four days later, Donald has abruptly announced his departure effective in just four more working days, with no announcement as to his replacement – more indications of the abruptness of his departure.

Like many others who have left the Department of the Interior and the National Park Service since the start of this ordeal, Donald’s departure seems more than coincidental.
